For starters, this is the Baobab Singers' version of Dschinghis Khan's "Moskau." You can look up the song's history yourselves, but basically it was originally written to be played at the Moscow Olympics about 30 years ago, which is probably why the melody was chosen for this parody.

Judging by the lyrics, I'd say it was a single recorded by seiyuus to encourage the Japanese people and athletes for the 1982 Moscow Olympics.
