In Route 10. Starting from the Pokecenter near the entrance of the Rock Tunnel, go North until you see a lake, and use Surf until it takes you South toward where the abandoned building is. That's where the Power Plant containing Zapdos is.
First Try: Vaporeon used bite! critcal hit! zapdos fainted
Second try: Porygon used Tri Attack! Critcal hit! Zapdos fainted
Third Attempt: *runs out of ultra balls* T_T
