I found a way of how to do it! First finish the suspects and weapons then get skull keys! Go to the rooms you haven't been to and make you have all 9 of them which I had six, so I guessed correctly! Then find the person, place, and thing that was on the 9 clues! You have 60% of getting it right with only 6 of 9 clues!

Then inside the room will be the clues..
