Επιχείρησε επανειλημμένα ανοίγματα που βασίζονταν στον μάλλον πλασματικό διαχωρισμό «μιας δράκας προδοτών» από την πλειοψηφία του πληθυσμού -πλασματικό στον βαθμό που ο παραδοσιακός αυτός πληθυσμός ακολουθούσε τους ηγέτες του και έδειχνε μια προτίμηση προς την κατοχική διοίκηση ακόμη και όταν δεν συμμετείχε άμεσα σε πράξεις βίας.
