Hi @ProjectRewas There are a few quest chains you need to complete in order to 'unlock' Cerellean Whiteclaw - you rescue him in one of the first quests you'll do called 'The Last Wave of Survivors'. You literally have to do all of the quests in Darkshore that take you through Cliffspring Falls, then a group of quests just east of the Ruins of Darkshore, where you rescue Grimclaw, and then you'll be taken to the Ruins of Mathystra and Shatterspear Vale quests that reward Withers.
