Those kids weren't actually being disruptive... They weren't literally "running", and it didn't get in the way of the distance. So... what's the big deal? Kids don't have the attention spans adults do, if their parents had made them stay put they probably would have been more annoying wriggling around in their seats asking their parents when it's okay for them to leave.
