Fetzer did quite well. Regarding the Mineta testimony, there is no indication of exactly what those orders were. Had Cheney testified under oath and in front of the American people, perhaps he would have had to answer those questions. Every indication is that the orders were in fact to NOT shoot the plane down, considering their weren't even fighters in the vicinity.

Direct orders came from President Bush to shoot the plane down. This order went through the chain of command, but the orders were not given to the pilots circling the area.
