The Constellation Program (Moon Base) was a stupid venture and a huge blunder by Bush. NASA needs to figure out how to extract water from Moon rock before a base can happen. This might be possible but we are many decades from even proving that is possible. NASA should have developed a shuttle replacement so instead we are paying the Russians to get us to the ISS and back for the next decade. It is and was a huge waste of money, more research at ISS is needed before we have prolonged missions.
