Zero chance this scenario is true. WTC 7 achieved free fall acceleration as evidenced by the Chandler videos, therefore explosives and or incendiary devices must have been used. Evidence of incendiaries was found as described in the peer reviewed Harrit paper. This is a very slick video, produced by persons who have sold their souls. Sunder explained that his group did NOT look for residues of explosives, since this was a technical investigation, and not a criminal investigation.
