Each nation can build as many units as they are able (based on how many supply centers they own vs. how many units they already have), but since they canonly build in their own home centers, and only if they are unoccupied, the most anyone can build is 3 (or 4 is Russia).
this is great. i'm using it for my american history class to explain the outbreak of wwi. super job on the rules...makes it easy to get kids into history. several of my students went out, bought the game and play regularly.

Just a little note: The bridge from Denmark to Sweden is actually called Øresundbroen, because the strait it crosses is called Øresund (and 'broen' meaning the bridge). Malmö is the southernmost of Sweden :o)

Just a tiny caveat: The bridge between Denmark and Sweden is not called "Malmö Bridge", but "Øresundsbron", a hybrid of the Danish "Øresundsbroen" and the Swedish "Öresundsbron" both meaning "Oresund Bridge". Oresund is the strait that separates Denmark and Sweden.
Thanks for the comment on the bridge. However, you forget that no one can pronounce "Øresundsbron" without having 4 marbles in their mouth, so us non-Europeans were simply told this is the Malmo Bridge.
But you should be able to pronounce "Oresund Bridge", marbles or not.
Maybe it's just the nationalist in me that feels a bit peeved by your comment that the Swedes paid more for it ;) (In fact the bridge and tunnel will be paid for entirely by toll charges, not government funds).
Regardless, this doesn't change the fact that Swedes are generally decent and pleasant people.
