Yes, but just think how much stronger he would be if he kept his analytical mind from the other 2 arcs, for an idea of how broken HF's logic is, just take a good look at Archer. If Emiya can defeat Dark Hercules with Archer's arm, (nearly unassisted), then why couldn't Archer himself completely beat regular Hercules in the Fate arc?
Because HF Emiya can not become Archer as his ideals are completely different they stem from two alternate personas.
HF rejects the superhero ideal of saving everyone, unlike UBW where he accepts it's utopian nature and comes to terms with it. HF is a denial of his former self, born out of a need to save the one he loves and is now willing to sacrifice himself and others to save her. His power only increases as he willingly goes beyond every limit he has, further breaking down his mental state.
The only difference between ARcher and Shirous UBW in any route would be how the inner world looked, just because he changed his ideals doesn't mean his RM would dissapear. If it did, he wouldn't be able to project anything, because he stores the information out of blades he sees, and pulls them out of UBW at will even though the inner world isn't cast. He just had more important things to learn in HF, and the pressure of archers arm killing him. So it'd be to hard for him to use.
