ive been wondering, does BL mean between OU and UU?

Essentially, yeah. OU encompasses everything, but the tier itself contains the most powerful and overused Pokemon. BL (short for Borderline) aren't quite strong enough to be considered OU, but definitely too strong for UU.

Though note that there are often times where I disagree with the tier system, like in the case of Weezing being UU, when it's clearly quite capable as a physical wall and support Pokemon.
