(loca e' que 'ta) lo' cuero, tocar lo cuero" so cuero in Spanish means leather or skin. However, in DR it is used in two ways: 1) the of the tambora (Dominican drum) 2) whore... so what she says at the end could be interpreted either "the drums, play the drums (she is crazy) the drums, play the drums" OR "the whores, touch the whores (she is crazy) the whores, touch the whores"
