It's based on the design of the Janko keyboard piano, which was touted as a replacement for the typical black and white key arrangement. It's roughly anagolous to the keyboard arrangement on a button accordion.
most people call it chomatone and you can order (somewhere in Italy, don't ask me) an acoustic version of it. They're sold in Japan in it's eletronic version.
