I'm just wondering, but did you ever try out Flame Strike? You can have a Scramasax by now, and I know Ryu's attack is low, but I would still be surprised if it didn't deal significantly more damage than Hwa, plus you can combo it with another flame strike and a third physical attack! Can't remember if it makes Firewind or not..
is a low level game possible with this? the enemies can be really tough especially at the end
