It's in Wallonia, the roads have poor road quality there. Brussels has acceptable quality, and the Flanders (except the area around antwerp) actually have good road quality. But if you keep your eyes half shut, the roads in the whole of Belgium look mostly the same.
I am still curious as to how the new by-pass around Antwerp looks like. Last time I passed Antwerp was last year and the by-pass was still looking like a giant pit with repairs and reperations being carred out all over the place.
I think its mostly finished. It looks very good and like most recent big road construction, the quality is high and every is wel finished. Its like the new Small Outer Ring around Brussels, the quality of the long new section really surprised me, I never knew the roads in Belgium would get THAT good.

I drove a bit in Brussels many years ago, and did once find myself going the wrong way up a one way street!
