You don't understand "deaf culture" many parents are born deaf, been deaf, and are proud of it . I now this doesn't seem like a legitimate reason but deaf culture is complicated. Many people in the culture choose to remain deaf and seeing getting a cochlear implant as a insult or going against who you are, and they don't accept you back into their "culture". I know that's strange, hard to understand but I took two years of ASL in college and that's how it works out.
