From what I've Googled, Seth Davy was indeed a Liverpudlian and not a Dubliner. And it was Bevington Bush in Liverpool and not Begger's Bush in Dublin.

No, the song isn't Irish, it's English. It was written by Glyn Hughes and it is set in Liverpool where he was born.
