It is cartoon of Soyusmultfilm (USSR). Vaccination is not against jaundice (as it was translated), but it is against Hepatitis. It was traditional to call hepatitis as jaundice or Botkin Disease. Translation is not so good.
I've now got a copy of this. Its the same tape but the version I've got is slightly different. It starts with a BBFC Classification notification rather than the CVN logo and it also has the bit with the hippo hiding on top of the cabinet.

Out of interest, why do you think that Children's Video Network is affiliated with Krypton Force? I thought they were affiliated with Screen Originals. I also saw a similar intro on a tape released by a company called Comic Toons
It is Eastern European, from the former USSR. The animation studio for the cartoons is Soyuzmultfilm. CVN also released a number of other Soyuz animated shorts, including dubbed episodes of Nu Pogodi (Wait and See, released in the UK as Big Bad Wolf), and around' 14 or 15 tapes of other compilations of Soyuz cartoons.
