It was worn by Arab women even before islam became a religion. Technically, it's a cultural thing, but I'm pretty sure it's mostly worn by muslim women now.
The quran doesn't actually mention the burka, but it says women should dress moderatly, & that's what some muslims believe to be the reason for wearing it.

Visit the local church or even Google “Mary mother of Jesus” and you would see pictures portraying her and the way she was covered, top till bottom.

The simple defferances were created by people, not by the prophets who God sent us. No, he/she did not say that these women are not Arabs. He/she only stated that Saudi Arabia has more strict laws when it comes to physical appearance than all other Arab countries. By the way, we (Arabs) all think they are overreacting by imposing the Sharia Law. I am from Jordan and over there you have the freedom to do whatever you want to... It is the same in Lebanon, Syria, Egypt, Maghreb, etc.
