Firstly an example of note for note perfection; Australian Pink Floyd (A Tribute Band obv) performed 'The Wall' spot on. It was probably the greatest concert I've been to bar Neil Young.

Its not rules towards covers, but rules to make a successful cover, successful in my terms, is to make it interesting and/or their own song, such as Bowie did with Sorrow. Or if a tribute band, aim for perfection, in sounding exactly like the original. There are other rules to making music, you cant just write an offensive song/album, for example. These rules really apply to professional musicians. Agree?... This cover is not interesting and the Killers have not made it their own.
you dont need to completely change something to make it your own you know. im not sure where you got that idea. hendrix did watchtower his own way but he didnt actually change much. he added his own solos but the lyrics and progression was the same. the rhythm was slightly different as well. so really, how much change is needed? its all opinion. in this song the progression lyrics and rhythm is the same, the vocals are pretty close. tell me what notes dont fit here exactly and why.
Ziggy Stardust is one of the best albums of the 70s, and the killers did a good version of a rly good song. it's hard to cover bowie, cuz no one can rly pull off his voice, be Brandon Flowers just about pulls it off..
