I would say of Paul's arguments, his anti-protectionism argument is the most important. Preferential access does need to be given to the bottom billion countries and this can be done simply by the US, and Europe giving up agricultural subsidies. I would disagree that Aid is of "marginal benefit," as we have seen with aids impact on the AIDS pandemic in Africa.
