In fact "The Little Mermaid" was the last Disney film to use the XEROX process to copy the lines to cels, which would then have to be hand painted.
By the time "Beauty and the Beast" came around that method was ditched in favor of CAPS, in which the drawings were scanned into a computer then digitally inked and painted.
