If you read about him on Wikipedia you'll notice that he admits to "regularly getting lost in the middle of a discussion", which indicates that he is aware that he sounds strange...If he was not aware of it, that would be another story. That should clear things up, he's not stupid, and you should try to understand people's situations before you judge them.

In watching videos, with respect to recent events, it appears that Rep. Johnson is using extreme narcotics.
