The US constitution doesn't mandate local police forces or fire departments or interstate highway systems. It doesn't mandate an Air Sea Rescue service. It doesn't mandate a national disease center to monitor and quarantine deadly viruses before they kill you and your family.
Without a large number of those government programs that you seem to dislike, your life would be nasty, brutish and short.

Oh, and Article I, Section 10 of the constitution only says that the individual states cannot make anything other than gold or silver coin legal tender. It places no such restriction on the federal government. Indeed Article I, Section 8 gives congress the right to "regulate the value thereof" of the currency, so they can set its value as they please.
