I think that we should take @lior22g comments to heart - because I truly believe them. To really think that we are the "only" ones in this vast universe is truly ignorant. I think that the aliens are actually drones, robots or whatever you want to call them - sent out on exploration missions. We cannot guess the intentions of races so far advanced then us. A person from the 19th Century suddenly transported to our present time would think of us as "alien"

It's interesting that as the bright lights on the road get nearer, she gets 'really scared...'. Yet looked at rationally, these lights on the road could be anything: a huge truck, some unfamiliar road vehicle, anything. Why be frightened? You just assume it's something mundane and even if it's not, even if it's something unusual, why be frightened? You might well be interested, puzzled etc. - but frightened? This is a familiar pattern. The witness seems to already know that it's a 'UFO'.
