Well, you can always speak in complete pitchless monotone (hardest part), then simulate pitch changes by selecting small portions of the line and using pitch changer. After that, just add a phaser filter of your preference and it's done! Not 100% accurate, but closer than this. No offense, it's cool, it's just not Glados.

Not to mess with your settings or whatever, but I'd set the tempo at 0.120 percentage. Gives it an even more robotic feel. This may only be good if you can't change the tone height though. I personally think leaving the tone height unchanged sounds more like GLAdOS, but that may just be my opinion.

AUDACITY :google "audacity download"

AT&T text to speech:

google "AT&T text to speech" first link.

type the text you want in AT&T text to speech demo. take crystal as voice.

save wav somewhere.

open the wav in audacity

press CTRL+A and go to effects -> tone height, set the percentage of 6%

5. select all again and copy.

go to project-> new audio track, in the new audio track paste the copied audio.

select the track and go to effects - > tempo , and set the temp to 0.100 percentage.
