Did you read that website which you sited on the budget of the IB?! The total budget was stated as 65.1m $, which is absoloutely miniscule. I mean for an operation the size of the IB. The education programme of Finland, which is relatively small on a worldwide scale tops is around 5 billion euros (that's the budget of the teaching and culture ministry). And compared to the number of students enrolled in the IB Finland's education system only has a fraction.

I wonder how you “unintentionally” sent an Internal Assessment to someone. If you accidentally added the file to a G4 project email or something, it’s your responsibility to ensure that the student doesn’t copy it. Every time a student is accepted to a university abroad (i.e Oxford), they claim that the university paid for the students expenses to go for the interview. When in reality the students family pays for the plane ticket, hotel etc.
