he pretended to act like that. He wanted American to think that he is on the same level as they are. Senator Kennedy acted too smart, which will not win over american. The purpose was to win votes, and the best way is to make the voter have some sympathy for you. So he acted helpless, worry, blinking a lot and stuff.
