I must concur that it is not a window reflection or any kind of reflection because where oyu see the light is behind a cloud so it is highly improbable that it is a reflection window or other wise
it looks like a strange batman like cloud ,that just happened over a rising moon or sun .the reason there are no claims with the vid ,is because the shooter probably knows its just weird looking but has a natural explanation .i added my cool vid that asks more questions than answers.

for one thing object itself displays 'hutchinson effect' jittery pulsing type movement - common with many ufos - just perhaps one thing to consider.

That was the light from a car dashboard hitting the front windscreen as someone took a picture of the Londay Eye from the back seat.
