Why would the studio manager NOT want to give them the tapes to get paid? What angle is he playing by not letting them just get the contract and pay him off?
@clustro That was the point. The studio owner knew the only money ANYONE was gonna make on that crap was from Diggler himself....no one else was gonna buy it. Ironically, "The Touch" really wasn't the sound of early 1983.....it's more late '85.

If he rented out the studio to every yuck who thought they were going to make a great album and didn't get paid unless they did, he'd make no money. This way, he gets a steady income even if they suck.
It was an intentional choice by the director. It was written that way. I listened to one of the commentary tracks on the DVD, and PTA said that he wanted John C. Reilly to make Penn laugh. That last deleted scene was intentional, meaning the director never was going to put it in the movie anyway. It was an in-joke among the crew.
