It's a procedural trick to get around the Senate's 60 vote rule required to break a filabuster. The Republicans are threatening to filabuster the budget, and the Dems are threatening to use the reconciliation rule to get around the filabuster. It's the height of Republican hypocrisy for them to whine about it now, since they used it against the Dems twice to ram through Bush's tax cuts, against a Democratic filabuster.
In truth, it doesn't matter either way. Ironically, if they use reconciliation, it will give blue-dog Democrats an excuse to vote against it and look 'conservative' without actually threatening its failure. Ditto for some moderate Repubs.
On the other hand, if they filibustered, and held up Obama's ENERGY BILL, which is coming next, they'd eventually give up, rather than sabotage the nation's energy policy.

If he were a socialist he would have sent those crooks on Wall Street packing, took over the markets and did what he saw fit.
Instead he's trying to save a decrepit and corrupt system the best way he can after his predecessor allowed the entire works to go to seed and while congress (both sides) got big benefits from deregulating the markets and letting the financial sector run free and loose with our money and our savings and the country's future.

Obama didn't take over any auto industries OR banks, for that matter. Those industries CAME to the government and ASKED for bail out money to avoid bankruptcy. In response the government either LOANED them money or BOUGHT shares in the company. If Obama is a socialist for doing that, then those business executives are BIGGER socialists for even coming to the government to ASK for assistance. (After having spent their entire lives badmouthing government, just to add insult to injury.)

It's all & only about tax increase on everyones energy use. Good only if you want to pay more at the pump, more on utilities and more for heating oil. The lawmakers are exempt from much of the tax they want us all to pay. AC
