this is a spill way for Lake Berryessa in California, between fairfield, vacaville and Napa, a man made lake to supply solano county for water supply, the "glory hole" (Its Real Name for the structure) is a safety feature to prevent the lake to over whelm the dam and it drains to the bottom of the dam into the river leading to vacaville. I live in Fairfield and we always go fishing and skiinging at the lake. At them dam there is a viewing area to see the glory hole and the dam.

It's called a spillway. It keeps the water level constant. The water is fed into a stream which leads to the closest river. Normally, there is a barrier to keep people from jumping in or trying to get too close.
