I think the introduction of different kind of accents was meant to reprasent the cultural demographics in the UK at the time. To make the programme more modern. :)

This brings back memories of nursery and primary school...painting on thin waxy paper...the shine of the wet paint...those kids paint pots with primary colours in them, always a little dry and crusty on top....you could almost taste the colours couldn't you...
