It says "Torat Hashem Temimah" ie the Torah is perfect, "Meshivath Nefesh" it causes a soul to return (after passing) to earth. Why? If one sins, their soul may be doomed to return to earth to atone by "gilgul" ie. taking an other form or body (e.g. a stone, an animal, a human) until their soul is cleansed of sin.
