In the games Omega was the last in the E series that eggman built at a later time and he turned good after he rebelled when eggman kept him locked up. In the comics Gamma transfered his ability to have free will to Omega when he reailized omega was more updated and could do more good that Gamma himself could.

@toafighter E-123 Omega isn't made from wreckage, it was made to guard a clone of Shadow and was sealed away. The rest of the story takes place in Sonic Heroes and Sonic the Hedgehog (2006)
