You don't need to say what is or is not vandalism. What is required is an extensive list of communities that have enriched, financially & culturally, & where all crime has decreased because of graffiti's positive influence.
Some of this is awesome. Some of the land owners like the graffiti. Some of them pay the artists to paint their walls to brighten up the neighbourhood. St Peters and Newtown and Glebe are proud of their graffiti. The land owners like it.
