It has nothing to do with Manchu, which is an "ethnic group" of 10 million and a language spoken by about 70 people fluently with a dialect/language (Sibe) spoken by 40,000 fluently. Manchu the language is dead(I doubt these are 3 of the 60 speakers around the world.) But who are these people? Who else do their hair this way?

This doesn't have anything to do with Manchus, does it? (It was in your video's name, but the song sounds Mongolian. Never heard a Manchu song.)
