Korea's got these, too. Yellow in all directions. Unlike in NA where yellow doesn't really mean anything, yellow there means slow down and yield.

Usually if traffic lights are flashing yellow or red to all directions, there is something wrong with them - for example red lamp is broken or traffic light system is down.

In Taiwan, some intersections have Red flashing lights in one direction and yellow flashing lights for the other direction. You just enter the intersection like you have a give way sign, but if you have a red flashing light you need to give way to the traffic with the yellow flashing light. In theory anyway... It is usually whoever is there first and whoever is bigger gets the right of way. And likewise, you see some strange shit and lucky people everyday at a Taipei intersection.
