I think you are misunderstanding the message of this video if you think it is mockery (a joke) about Russia. It was supposed to be a mockery of the fact that Iceland's so called allies and friends didn' bother to come to its aid in the times of needs, and forced it to find new friends.

Now Cuba is in shit last few decades, as hypocritical embargo by US, and no assistance from Russia. I want to visit there as it's my last chance to see the 1950s before Castro dies and Cuba goes from a poor man's paradise to a materialistic hellhole.
Lets stop and think a bit, Russian government did say that it is open for dialog with the Icelandic government about the loan, Russian government hasn't lend anything yet to the Icelandic government, so it's fair to say that the situation is uncertain atm since both governments haven't reached to an agreement yet (the agreement may be for a double return or a military base placed in Iceland or something else)
