I'm pretty sure the horn of Helm Hammerhead is inspired by the mythic horn of Lehel - who is believed to use his horn as a club crushing the Holy Roman Emperor's head when he believed it would have no real purpose and thus the Emperor could be his servant even in death. This is what i would done if i was Theoden. While the Uruks are marching many miles away, send out riders and elves later on on horseback and attack them from distance. Fire arrows at them, ambush them. The army is on foot so wouldn't be able to escape or fight back well and they would be preoccupied with these skirmishes, delaying the arrival at Helms deep and buying valuable time for Gandalf and Eomer to arrive. Meanwhile the Women and children could flee into the mountains for some time.

@TheWhiteKnight89 The elfs did not arrive until it was too late. And the country side was filled with wild men and warg riders who would of killed the Skirmishers before reaching the urk army. And even if they could attack, the few numbers would of done very little to such a heavily armored force. And if Emoer and Gandalf did arrive early, i still think it would of been a slaughter. Having the rohirrim charge the flanks was an excellent battle tactic.
