it is called "The Cowboy's Flute", made in 1963 by Te Wei. Water colors on silk paper animation, a secret kept dearly by chinese animators for decades.

Normally, you won't see any shadow on Chinese ink wash-painting. I have saw this animation when I was little, it's a nice memory. Amazing piece at that time.
