Nafaidni, Lincoln's executive order did something because he won a massive war over it, because the EO itself changed something (as opposed to merely clarifying a law just passed), and because he (and most of the North) very much wanted to enforce it. We are not in anything like the same situation.

No one seems to know why Stupak suddenly gave in and accepted the senate bill's language after he spent months and months opposing it. Obama's executive order was the only thing, but considering that the EO is utterly meaningless and everyone knows it, Stupak's sudden change of heart remains unexplained.

The Emancipation Proclamation was an Executive Order.

In 1962, Lincoln wrote it to proclaim that, within a year, any Confederate state would have all their slaves freed.

And was it meaningless? No, no it was not. The South became completely free because of it after the North won.

It doesn't directly fund abortion but my understanding is that Plans that do cover abortion will be receiving federal money. This is the reason for the Executive order. My point was the order cannot modfiy law, hence the order is useless and in my opinion unconstitutional.
