It's less about "qualified" or "unqualified" but whether she is more or less qualified than the alternative. She had no foreign policy experience. However, she had more executive experience than the entire Dem ticket (but then so do I, and lots other people). Both tickets had strengths and weaknesses. (I don't have an ax to grind -- I don't think she would make a good VP or Pres, and I hope she does not run in 2012. (I think she will, and if she is the nominee, she will lose gen elec.)

i think the bush doctrine should have been phrased differently. bush doctrine is a journalist created term and often, there are multiple issues on which a President has taken a stance on that could be called that President's "doctrine." for example, the clinton doctrine is pretty similar to the bush doctrine in most respects but those two Presidents had very different ideas about a lot of things. it should have been phrased as "foreign intervenionism" or "how do you feel about the war in iraq?"
