Russian can't be the second national language in Latvia as English can't be the only national language in Canada.
Russian language is far bigger and would simply kill the necessity to communicate in Latvian if Russian would be officaila too (see USSR period).
The same in Canada, only if English would be the only language there, French use would die out in Quebec over time since English is much more influential and bigger (pop culture, movies, music etc.)

not to mention the hole itself is devoid of molten meteorite fragments either just outside, around or inside said crater and that this crater would require object to strike at a very odd angle due to ununiform bowl shape and non-graduation of depth from rim. Well, actually if you can say that jobs, free education, free medicine plus LATVIAN press LATVIAN literature, LATVIAN University - this is ruining life, than i'd like my life to be ruined like that, 'cause now I was born in LAtvia, and my grand-granddad was a Red Shooter(Sarkanais Strelnieks), and i'm not a citizen, i must pay 2000Ls per year in my Unoversity(that's about 4000 USD), i have to pay 20-30 LS for visiting my family doctor(40-60 USd)< and plus we have no jobs, no future.
