To quote from a Halo Wars moderator, "The current build back then was heavily, heavily scipted", and "I played this build of the game and it did not have the wide atmosphere to it, I think the Halo Wars that shipped out was way, way more fun". So, yeah. Scripted like a cutscene but you can move alittle only.
