Pan can't go super saiyan. Think of it Goku is a full blooded saiyan, so he married chi-chi a full blooded human and had gohan. Gohan is half-saiyan half-human. So, gohan marries videl a full blooded human and then they have pan.

So pan is 1/4 saiyan and 3/4 human. It says so in the First Gt season boxset

Goku and Vegeta Jr. truning into Super Saiyans is actually recognized as one of Toei's bigest messups. Toriyama (or Daizenshuu Im not sure) stated once (before GT was created) that having AT LEAST 1/2 of Saiyan blood in your body was necesary to transform. Anything less than that was insufficient.

This means that as far as the Dragonball CANON goes, Gohan, Goten, Trunks anr Bulla are the ONLY hybrids able to unlock the Everyone after that (including Pan) would be unable to.
