Yes, and if you weren't shockingly ignorant of how the American legal system works you would know that that is a mainstream statement.
Presidents signing on to treaties and their subsequent ratification makes them binding upon the US. Judges cite international law quite commonly. In fairness, Scalia hates it any time that happens, but he's pretty much an exception to the general rule that international law, while not forming the sole basis of a holding, can be cited in support of a decision.
