I agree with IssacXFelix. ToS2 is after ToS and is set in the same world. They use the same towns and shops. Even the plot [beginning] was heavily influence from ToS. It would make more sense to do more references. ToS wasn't as big as Abyss in places outside of Japan. Many people have only planed ToS2 and never heard of ToS. Much like Soul Calibur's situation.

The only refferences they did was used as throw away side notes. This is, in a way an insult to foreign gamers.

Richter mainly says the same things through all of the hacked boss conversations. Lloyd's is my favorite, followed by Zelos's.
