It's really simple actually, you can do it in about 2 minutes. Just take a tube, drill a hole at the middle and place a cylinder with a 2-4mm hole in the middle just BEFORE the middle of the tube. The fluid will accelerate in that part of the device, making the pressure drop. You can achieve ~20torr of vaccuum that way if you build it well!
